The conduct of tasks relating to surveillance, security and the enforcing of regulations should be entrusted only to persons who possess the necessary capabilities and are not obviously unsuitable for these activities (1). Records should be kept of these capabilities.
Furthermore, such persons must possess the relevant certification in accordance with § 5 BewachV (2) in so far as necessary for the intended activities.

These requirements are also intended to avoid placing excessive demands on the personnel. This applies in particular to areas of potential confrontation such as entrance/exit control points, patrols, enforcement of regulations on the site.
The obligation to keep records of capabilities includes the identification of suitability for specific areas of activity.
4.2 Private security companies
Any private security companies that are entrusted with tasks relating to surveillance, security or the enforcing of regulations must be approved and appropriately qualified (3).
The organization, personnel management and mode of operation of such companies should comply with DIN 77200 "Security services". If they operate Emergency Call and Service Centers or Intervention Centers, then they should be certified in accordance with the guidelines governing the approval of security guard and security companies – Emergency Call and Service Centers (Richtlinien für die Anerkennung von Wach- und Sicherheitsunternehmen Notruf- und Service-Leitstellen (NSL) (VdS 2153)) as well as the guidelines governing the approval of security guard and security companies – Intervention Centers (Richtlinien für die Anerkennung von Wach- und Sicherheitsunternehmen Interventionsstellen (IS) (VdS 2172)) or equivalent guidelines issued by a similarly qualified inspection authority.
